But it is the same U.S. trade policy that is hurting workers in the United States, who have left many people in Central America with no choice but to migrate as they struggle to feed and provide for their families. The objective of Chapter 5 is to improve the legal framework for EFTA investors and Central American countries investing in other`s markets. This objective is achieved through the granting of non-discriminatory rights of establishment and exploitation (“commercial presence”) in sectors not covered by the Chapter on Trade in Services. In some economic sectors, the parties have introduced into their national legislation reservations concerning the treatment of inferinance due to restrictions (Annex XVIII). The chapter provides for a periodic review of these reservations in order to increase the obligations of the contracting parties over time. .
