THE GLA has published its financing rules for suppliers funded by financial grants for 2020/21, as well as separate rules for DEB suppliers receiving a supply market. Aid rates and the formula for all providers are the main features and principles of the GLA funding system for the AEB. The GLA will conduct its own assessments of the financial health of suppliers, based on a timetable and approach similar to the DfE. The GLA will provide the majority of its funds to the AEB in the form of grants to eligible providers who currently provide AEB to London learners. The rest was distributed through service contracts following an open contracting procedure launched in 2018.
These contracts will amount to approximately $130 million for AEB deliveries to Londoners over a four-year period ($32.5 million per year). The Minister of Foreign Affairs and the Mayor of London have signed a letter of delegation and a Memorandum of Understanding to transfer certain appropriations and powers from the AEB to the Mayor of London. The GLA will be responsible for the commissioning of AEB-funded procurement in greater London and will have the freedom to set priorities and funding rates, while remaining subject to the legal missions of the Minister of Foreign Affairs. The goal of the AEB is to engage adults and provide the skills and learning they need to prepare them for work, learning or other learning. It allows for more flexible tailored learning programs, which may or may not require qualification, to help eligible learners participate in learning, build confidence and/or improve their well-being. The AEB supports three legal rights to full funding for eligible adult learners for the following qualifications: providers who provide services to learners residing in Greater London must discuss funding agreements and contracts with the GLA, as allocations for gla are based on the postal codes for the stay of learners. GLA supplier managers will use a number of information, including funding requests, data returns, supporting documents, quarterly monitoring visits and professional quality assessments of Ofsted, to determine supplier performance.
